<p> The 19th and early 20th centuries, urbanization resulted from and contributed to industrialization. New job opportunities in the cities spurred the mass movement of surplus population away from the countryside. At the same time, migrants provided cheap, plentiful labor for the emerging factories. The present time world is undergoing the largest wave of urban growth in the history. In 2008, for the first time in history, more than half of the world&#8217;s population will be living in towns and cities. By 2030 this number will swell to almost 5 billion, with urban growth concentrated in Africa and Asia. While mega-cities have captured much public attention, most of the new growth will occur in smaller towns and cities, which have fewer resources to respond to the magnitude of the change. Urban growth, which is mostly due to natural increase, is unavoidable. In principle, cities offer a more favorable setting for the resolution of social and environmental problems than rural areas. Cities generate jobs and income. With good governance, they can deliver education, health care and other services more efficiently than less densely settled areas simply because of their advantages of scale and proximity. However, the speed and size of the growth are not fixed, and vary widely among regions.</p>
<p>Migration is a significant contributor to urbanization, as people move in search of social and economic opportunity.  According to World Bank&#8217;s flagship Development Report 2010, it has been said that &#8220;Half the world&#8217;s people now live in cities, a share that will rise to 70 percent by 2050,&#8221; said the World Bank report, citing UN Population Fund statistics. &#8220;Of urban population growth (5 million new residents a month), 95 percent will be in the developing world, with small cities growing fastest&#8221;. Environmental degradation and conflict may drive people off the land. Often people who leave the countryside to find better lives in the city have no choice but to settle in shantytowns and slums, where they lack access to decent housing and sanitation, health care and education. The more densely populated and more diverse a community is the more accentuated characteristics can be associated with urbanism. Urbanism causes decrease in per capita, and promotes urban violence, political instability, crime and aggressive behavior. Rapid population growth also responsible for poverty in urban areas. Another major issue being created by this social problem is the breaking of the traditional family structure. Our cities in especially in 3 rd world countries are not working well. Sanitation, safety, transportation, housing, education and even electricity are failing. So these urban areas become more vulnerable to any disaster because of its weak structures and poor service utility. During peace time because of frequently displacement of people within an urban areas makes job difficult for the humanitarian agencies to map the vulnerable group of people as a part of urban risk reduction process. Most humanitarian efforts and aid have been focused on rural development rather than the needs of the urban poor. About 810 million people already live in city slums, battling overcrowding, insecure tenure, landslides, flooding, poor sanitation, unsafe housing, inadequate nutrition and poor health. Other than urban earthquake preparedness, humanitarian agencies have not yet focused on emergency response in urban areas with due attention. Recent earthquake in Chile and Haiti point out the weakness and the new challenges, faced by the humanitarian agencies during emergency response.</p>
<p>In our country the GOB has established the Ministry of Food and Disaster Management (MoFDM) as a national focal point for disaster management in Bangladesh. It manages disasters through its three agencies: Disaster Management Bureau (DMB), Directorate of Relief and Rehabilitation (DRR), and Directorate General of Food. As a part of disaster management plan the GOB could initiate draft disaster management act. And regarding the city or urban areas the GOB mainly emphasis the earthquake. The research works and contingency plans are developing mainly based on structural point of view like collapse of building and traffics system, recovery etc. and less emphasis given on the non structural side. These are like physiological effect of the people, political complexity, violence and crime, social cohesion, and fluidity of people. So it needs to develop the urban disaster plan and its legal framework. And professionally act in emergency response phase to face those challenges which we had learnt from Haiti and Chile earthquake.</p>
<p>This study mainly looks for the root causes of those challenges which are faced by the humanitarian agencies during emergency response in Haiti and Chile. And try to focus those in detail with the support of secondary data. This paper took Haiti and Chile earthquake as a case study and tries to bring out the lessons which can be applicable for Dhaka or Chittagong for disaster management. And bring out the limitation of the legal framework and disaster management plan in urban areas by GOB with workable solutions. The limitation of the paper itself is absence of primary data due to time constraint.</p>
</p>
<p> For Urbanization a more technical definition is given by the United Nations as &#8220;Urbanization means movement of people from rural area to urban areas resulting population growth which is equal to urban migration.&#8221; The urbanization processes are largely driven by government development policies and budget allocations, which often favor urban residents over rural areas, tend to pull people into the urban areas. In the cities, public investment, which often misses the urban poor, with expenditures biased towards the higher-income classes and poverty among vulnerable groups such as new migrants force them into slums and squatter settlements. Urbanization may occur for the following reasons.</p>
<p> The urban areas offer better wage-labor opportunity than the rural areas due to the conglomeration of industrial and service sectors (primary and secondary economic activities). On the other hand the rural economic structure is waning because of a variety of reasons like: massive river erosion in rural areas (in Bangladesh), fragmentation of cultivation land, erratic monsoon and failure of crops etc.</p>
<p>  When the head of the family is employed in any organization in the urban area, it is seen in many cases his family accompanies him there. So this results in movement to urban areas.</p>
<p>  The premium institutes of higher educations are mainly located in the urban areas. So education results in migration to urban areas. Though on the surface it seems to be a temporary one but after education people don&#8217;t want to go back to the villages again and they settle in the urban areas for the lucrative job offers they provide. So the temporary migration becomes a permanent one.</p>
<p>  When the cities grow the adjacent rural areas are gradually embedded in the urban area and form urban agglomerate. In this way though there is no absolute migration from rural to urban areas still it is a case of urbanization.</p>
<p>  The people from rural areas migrated to urban areas for having a better life and enjoying the urban facilities like better medical care, sanitation and food supplies, which reduce death rates and cause populations to grow. In many developing countries, it is mainly the rural poverty that drives people from the rural areas into the city in search of employment, food, shelter and education.</p>
</p>
<p> The urbanization is a process and like other process it has got some side effect also. The first process of urbanization started with industrial revolution and afterwards the rate of urbanization increased beyond its capability to sustained especially in Asia, Africa and followed by Latin America. And the process turned into uncontrolled urbanization and creates number of hazards. These hazards can be classified also in the following manner, e.g.</p>

<p>Over population due to migration causes a negative impact on urban development and causes pressure on its infrastructure like public transport, law and order situation, education facilities and health care. This unexpected migrant people create an immense pressure on land, water and life line systems of the urban areas. Most major metropolitan areas face the growing problems of urban slump, loss of natural vegetation and open space, and a general decline in the extent and connectivity of wetlands and wildlife habitat. The increased population creates tremendous pressure on demand and consumption of water. It becomes a challenge to supply drinking water especially in urban areas. The excessive use of ground water makes the ground water level lower in every year and creates the possibility of land slide in urban areas. The sanitation and drainage system are collapsed due to heavy rainfall and poor network system. Everyday as many as 30,000 people die from preventable water- and hygiene-related diseases and the children are most prone to the water borne disease. The urbanization process allows its dwellers to have easy accessibility to health care and proper medicine. But the uncontrolled urbanization creates health hazards due to polluted air, sound, water and as well as crime and lifestyle. Unplanned Urbanization has often had psychosocial consequences such as stress, alienation, instability and insecurity; which, in their turn, have led to problems such as depression and alcohol and drug abuse. <p>Since folks are living longer, caregivers now finish up in the position of doing more, in more demanding circumstances, for longer periods, with less help. If they feel they&#8217;d little choice in taking on the responsibilities, the chances are that they experience larger strain, distress, and resentment. </p>
<p>Family caregivers who provide care 36 or more hours weekly are much more likely than non-caregivers to exhibit symptoms of depression or anxiousness. For spouses the rate is six times higher ; for those caring for a parent the rate is twice as high. </p>
<p>The strain of family caregiving has been shown to impact a person&#8217;s immune mechanism for at least three years after their caregiving ends, therefore increasing their possibilities of developing a prolonged sickness themselves.       </p>
<p>          ]]&gt;</p>
<p>What can family carers do to avoid some of these negative effects of caregiving? </p>
<p>Look after YOURSELF. </p>
<p>This is the most important thing you can do. It isn&#8217;t self-centered &#8211; it is essential. Research solidly shows the combination of loss, lengthened stress, the physical demands of caregiving, and competing demands on obligations and time place the caregiver at risk for significant health issues as well as an earlier death. If you can not help yourself, you can&#8217;t help anybody else, and everyone loses. </p>
<p>GET HELP. </p>
<p>Help can come from community resources, family, mates and professionals. Ask them. Don&#8217;t wait until you are overwhelmed and exhausted or your fitness fails. Reaching out for help when you need it is a sign of private strength. Many do not know how to ask for help. You do not want to&#8217;burden&#8217; others or admit that you cannot handle everything by yourself . You do not have to do everything, nor does anyone else. Help them be useful, help yourself and help your loved one by building your support. </p>

<p>You can search for this information from the centers resources or online through the Latter Day Saints website. Internet connectivity is available at most centers, some with subscriptions to online genealogy research sites. Pedigree Resource Files that are archived on compact disks may also be available at the centers for use in your research or they can be purchased online through the Latter Day Saints church’s website.</p>

<p>These centers are designed to help The Church of Jesus Christ of Latter-day Saints members identify their ancestors and to provide temple ordinances. However, everyone is welcome to use the centers for their research for free. There is a small fee to order microfiche, film or books from the Library in Utah to cover shipping and handling costs.</p>
<p>The Family History Centers are staffed by volunteers that can give you an orientation about the Family History Library’s genealogical holdings, answer some research questions, and help you use the center’s resources. Also through these centers you can order microfilm and microfiche as well as books from the Family History Library in Salt Lake City, Utah.</p>
<p>Many of the centers also offer training classes on a variety of genealogical research topics for their patrons. Hours at the history centers are determined by each center individually so you need to call and check availability before you visit them. 			<content:encoded><![CDATA[<p>Community policing is an initiative or strategy propelled by police services or government to foster working relationship between police and citizens to prevent or combat crime. This policy is steadily and increasingly becoming popular to communities who have long suffered under criminal extortion vices. There is recorded decline in crime rates in recent years across American cities that have implemented community policing. This is assumed to have being possible due to paradigm shift initiated by many police departments from their usual approach of running to solve committed crime to halting or preventing felony origin conditions (Palmiotto, 2000). Community policing aims at maintaining safety and prosperity by engaging community in partnership to bring forth safer society.</p>
<p>Facts</p>
<p>To have an effective community policing the society must be ready and willing to collaborate with police officers in stopping crime. Since, police cannot control crime and uphold law and order simultaneously hence, the dire need for citizen to help them identify the epicenter of crime. For better service delivery, restructuring of police force is inevitable to facilitate smooth integration between citizens and police. There has been long lasting mistrust between these two groups as their conducts more often infringe the freedom and peace of the other one, thus many a times police and public have been at loggerheads (Erickson &amp; Breci, 1998).</p>
<p>To measure effectiveness we are supposed to classify and track measurable and realistic goals for example crime rate. Therefore, effective community policing is of paramount importance to citizens as well as a country at large in safeguarding it prosperity and safety of its people. <p>The context of construction for this paper is relatively simple and focuses on a personal need to bring one area of life to a close while opening the door to another. Three years of academic study of Youth &amp; Community work – often related to a Northern Irish context &#8211; in England is concluding, while a career in that profession combined with further study beckons. Therefore  a need for the author to fully understand the circumstances in which Northern Ireland resides in 2010. It is also intended that this paper will form the basis of the next period of academic study, further pursuing the issues and history which are touched on briefly in this paper.</p>
<p>To achieve the above, the important historical events which created and shaped the secular communities of Northern Ireland will be analysed and critically discussed. Using arguably the most important document of Anglo-Irish politics, it will be seen how secular has become singular, however is still challenged by the socio-religio-cultural web of influence which has been present. This paper is not placed to answer the questions of what went on previously, perhaps that is a discussion for the future. It will however, analyse key events, people and organisations in respect to the culture, politics and religions of Northern Ireland in order to link it to Community Work&#8217;s past failings. Once this has been achieved, recommendations will be drawn out, set out for all interested and engaged parties to see what a viable pathway for development is.</p>
</p>
<p>The history of Northern Ireland since it&#8217;s conception in 1921 is laden with key events, both positive but often negative. Such is the complexities of the community framework; these historical events have been instigated on very different but interrelated realms, including the influences of; political parties; religious sects; cultural organisations; community &amp; residents groups; the British &amp; Irish governments; international leaders and paramilitary organisations.</p>
<p>When attempting to analyse where our current facet of community has come from, it&#8217;s important to look at more recent key events rather than delving into the deep rooted past of over twenty years ago. This said, context remains important, and will be primarily called into question to understand developments of the society.</p>
<p>On the 30th of January, 1972 (Museum of Free Derry; 2005), thirteen men were shot dead by the British Army in Londonderry while taking part in Civil Rights Movement march which had been banned. While many believe these actions – and others relating to the social mobilisation of Catholics in this period &#8211; by the British Army to be the conception of thirty years of violence in Northern Ireland (Probert; 1978), the march itself was part of a wider series of events organised by the Northern Ireland Civil Rights Association (NICRA) (Widgery, Lord; 1972) who were organising against the corruption of a majority protestant local government (Minahan, J.B; 2000 &amp; Lydon, J; 1998) lead by Faulkner. Prior to this in 1970, born out of the uprising of ill-feelings from the nationalist community, the Provisional IRA was created, a ruthless band of militants preparing to take the British State to account with the use of force (McCreary; 1975, Probert; 1978). There has indeed been a number of positive examples of community power coming into action within the country such as The Peace People led by 1976 Nobel Peace Prize winners Betty Williams and Mairead Corrigan (Nobel Web AB; 2010 &amp; Peacepeople.com; no date). As the example of the NICRA shows, it can often be overshadowed by the violent acts surrounding it. The NICRA movement and that key march in Londonderry, in personal opinion, must be accredited massively with being the catalyst of change against a corrupt Protestant majority oppressing a Catholic minority. Instead, it is memorialised – and rightly so &#8211; by many due to the losses and violence it suffered, and accused by some in the loyalist community as being trouble makers who deserved what they got. Wilson (1998) We will never know if NICRA&#8217;s peaceful means could have brought down the Northern Ireland government, rather than it being dissolved into direct rule due to the violent crisis in which the British Government had to be seen to be dealing with swiftly and effective. It is the opinion of this paper that it would have achieved this in a peaceful manner, however the timescale would have been much longer and the struggle against the sectarian government at Stormont much greater.</p>

</p>
<p>Many believe The Good Friday Agreement (GFA) was only born out of talks taking place in Stormont from the new year of 1998 up until Easter, however this is a misconception. Many commentators (Craig, J; 2002, Morton, A; 2009) suggest the roots of the GFA where planted at the signing of the Anglo-Irish Agreement in 1984. Personal feelings sugesst that the Downing Street talks of 1991 and the subsequent risks taken by John Hulme was the catalyst for change. Simply put; there can be little argument against the fact that the events of 1991 sparked a change in paramilitary circles, leading the IRA and Loyalist Ceasefires of 1994. For the first time in almost thirty years, the people of Northern Ireland faced a minimal level of conflict, albeit briefly.</p>
<p>The British Governments acceptance of Sinn Fein lead to a change of psyche within republican circles, and was a long way from the voice bans of the Thatcher years only three years prior (BBC News; 2005). Republicans were accepted into the political talks with British government officials, which not only angered unionists, but hard line republicans in the process as well, in the end, forcing a split which resulted in the Real IRA. It would be foolish to say that this was a cataclysmic event in republican communities, however the choices which the Loyalist and Unionist community of Northern Ireland were about to face would be much more demanding. In personal opinion, the key event which directly led to the development of the GFA was the democratically elected ‘Northern Ireland Forum&#8217; of 1996 (Whyte, N; 2003). This was the first major step towards devolved, cross community government by getting political representatives from all sides of the divide to begin communicating with each other.</p>

</p>
<p>In majority Catholic areas, &#8220;Concerned Resident&#8217;s Groups&#8221; received a large amount of publicity by the press surrounding their objections to Loyal Order parades through their areas. These received a lot of criticism in Loyalist circles, as often there would be a distinct connection to Sinn Fein as well as the ‘chairperson&#8217; of many of these groups being found to be not from these areas. A well known example is that of the Garvaghy Road, were Brendan McKenna was leader of the local residents group in protesting against Portadown Orange Lodge&#8217;s demands to walk down that particular road (BBC News; 2007). While being leader of this particular residents group in Portadown, he was a resident of West Belfast, over thirty miles away.</p>
<p>Where community work in republican areas have always been associated closely with Sinn Fein, in loyalist areas, the links have not been with political organisations, but more with the paramilitary groups associated with the ‘policing&#8217; of the local area. Of course there have been aligned Political parties such as The Progressive Unionist Party (PUP), and to an extent historically, Ian Paisleys&#8217; Democratic Unionist Party (DUP) were closely aligned to the loyalist workers movements of the 1980&#8242;s and was seen as the face of the Ulster Workers Council strike of 1974 due to his opposing of the Sunningdale Agreement (BBC News; no date, Probert; 1978). Indeed, Paisley is regarded as the godfather of Ulster Loyalism and the face of Northern Irish Politics, his famous speech in November 1985 cemented his legacy and outlined the depth of opposition felt towards a more extensive agreement, the Anglo-Irish Agreement, which Prime Minister Thatcher supported due to wanting to create better links between Britain and the Republic of Ireland. In this renowned speech to over 100,000 people at Belfast City Hall, Reverend Paisley stated;</p>

<p>&#8220;I want to ask a question today. And the question is simple. Where do the terrorists operate from? From the Irish Republic! That&#8217;s where they come from! Where do the terrorists return to for Sanctuary? To the Irish Republic! And yet Mrs. Thatcher tells us that that Republic must have some say in our province! We say NEVER, NEVER, NEVER, NEVER!!&#8221; </p>

<p>This is not to say that the paramilitary&#8217;s themselves were openly the face of community work, rather it was well known names of the organisations or ex-members being seen in the press as ‘community workers&#8217; (BBC News; 2009). Grass-roots, front line community workers have a great deal of scepticism surrounding them due to this, and it will take a lot before the general public will be won over by the profession.</p>
</p>
<p>Although not totally explicit in its intentions, The Good Friday Agreement does make quite a number of references to Community Work, particularly in respect to reconciliation initiatives (Northern Ireland Office; 1998). In respect to institutions which would be established; The Northern Ireland Human Rights Commission would have a &#8220;&#8230;membership from Northern Ireland reflecting the community balance&#8230;&#8221; (Rights, Safeguards and Equality of Opportunity –  Human Rights -Section 5); Equality Commission to replace four sub-commissions (Section 6) and discussions to further consider a dedicated Department of Equality (Section 7).</p>
